I have the honour to acknowledge the receipt of

your letter, No. 53687/36 of the 5th June, transmitting copy

of a despatch from the Governor of Hong Kong regarding the

proposal to pay bonuses to certain employees on the Shing Mun

Valley Waterworks Scheme in view of the fact that the Gorge

Dam will be completed in one year under the estimated time.

2. It would appear from the Governor's despatch of

the 14th May that the saving of time has been effected by

introducing a nine hour working day and by carrying on without

a holiday, other than Christmas Day, throughout the year. In

these circumstances we think it is only just that the staff

should be compensated for the loss of salary which will result

since the saving of time is largely due to the special efforts

which they have been called upon to make.

3. The Governor proposes to pay an appropriate bonus

in each case, which will not exceed the difference between

leave pay already earned under the agreement and one year's

period served is not less than three years, to full pay leave
